APILIP (Andhra Pradesh Irrigation and  Livelihood Implementation Project) Project under Water Resoepartment in West  Godavari District

Project Background

Andhra Pradesh Irrigation and Livelihoods Project (APILIP II) is the JIC Assisted project for implementationin13districtsofAndhra Pradesh. Andhra Pradesh Irrigation and Livelihood Improvement Project  Phase-II (APILIP-II) with an outlay of  INR 2,000 crores mainly consists of modernization of 1 major irrigation and 19 medium irrigation projects, restoration of 445 minor irrigation tanks besides components on participatory irrigation management, agriculture, horticulture, animal husbandry, fisheries, and agribusiness development. 

For promotion and improvement of livelihood component, the services of one Support Organization per district have been hired by WRD, GoAP, and Agricultural &Social Development Society – ASDS   has been hired for West Godavari district. While operating in the West Godavari district, the Agricultural &Social Development Society – ASDS   shall also strengthen the functioning of all WUAs in the project area of the West Godavari district

The state of Andhra Pradesh has proposed a next-generation Irrigation and Livelihood Implementation Project by Name Andhra Pradesh Irrigation and  Livelihood Implementation Project (APILIP) The Government of AP I & CAD has entered into the agreement as per the guidelines of Japan Cooperation  Bank, the Agreement made between District Implementation  Unit and SO VYAVASAYAKA MARIYA SANGHIKA ABHIVRUDDI SAMSTHA (ASDS) from 01.02.2019 to till now with Agreement number SE/ 158/2018-19. 

As per the agreement concluded with Convener, DIU, Eluru we have prepared a report and taken up implementation support activities in 18 MI tanks. Geographically all the tanks are located in the remote places of the district where the Water User Association members, as well as committees, are not in a position to access with the service providers (line departments). It happens because of less no of visits by the service providers of the concerned departments or companies.  In all the villages where APILIP has been implementing the dependency on tank-based irrigation is 100% and moreover, their Livelihood is FPOs,  Agriculture, Animal Husbandry, and Fisheries.

Promotion of Farmers Producer Organisations (FPOs)

The scope of works of Promotion of FPOs shall carry out the following activities;  agriculture extension program, preparation for FPO formation, and support for establishing FPOs. Throughout the project, the approach with three tiers shall be taken for the formation of FPOs; farmers SHG consisting of 10 -15 farmers in the first tier, Village level Farmers’ Federation consisting of 100- 150 farmers in the second tier, and an FPO consisting of 1,000 -1,500 farmers are developed in a phased manner.

  • Forming FPO is to enhance the income and productivity as well as to reduce risk and expenses of farming and farmers by bringing farmers into organized sectors.
  • FPO promotion also aims to promote climate-smart agriculture through organic production practices and integrated farming practices using GAP (Good Agricultural Practices), INM (Integrated Nutrient Management), Integrated Pest Management (IPM), etc
  • One FPO per medium/major irrigation cluster shall be targeted for further support including business development such as market linkage, quality improvement, and quantity management, through the support on the formation of FPOs depends on the progress and development of VVFs.
  • Effective mobilization of command area farmers to participate in the activities of agriculture component.
  • Assessment of beneficiaries readiness for the formation of Village Farmer Federations (VFFs)
  • Capacity building and handholding support for formation/strengthening of VFFs
  • Provide support to Agriculture and Horticulture departments for preparation of Crop Support to Agriculture and Horticulture departments for conducting various training, demonstrations and exposure visits, dissemination of new agricultural technologies and good agricultural practices.
  • Provide support to Agriculture and Horticulture departments for a survey of potential area for FPO formation
  • Community mobilization and consensus making amongst farmers and groups for the formation of FPO in the identified progressive/potential area for FPO formation.
  • Continuous handholding support to FPOs on various social, institutional, technical, and other matters for strengthening of FPOs and establish market linkages.
  • Provide assistance to Agriculture and Horticulture departments in conducting business training, business planning, marketing, and product development support to FPOs.
  • Support FPOs in identification and development of minor infrastructure under the project
  • Follow-up and support of the actual implementation of agriculture and horticulture activities by VFFs and FPOs through periodical field visit and participation in regular village level meetings
  • Cultivation Plan (CCP) and Extension Activities Plan (EAP) for each sub-project.

Experience in Government Projects:

The ASDS is working on Two Government Projects are  “APIIATP” in  East Godavari District and the “APILIP” Project of West Godavari District for the last 2 years. Andhra Pradesh Irrigation and Livelihoods Project (APILIP II) is the JIC Assisted project and The Andhra Pradesh irrigated agriculture transformation project (APIIATP)   for implementation for modernization of irrigation works, Capacity Building, strengthening of WUA, FPOs support with ASDS Organization.  The Project development objective is to enhance agricultural productivity, profitability, and resilience to climate variability in selected thank systems of Andhra Pradesh.
